Floor, measured, ceiling
A loss scenario register that refuses to add a ceiling to a floor and present the result as one number. What was never assessed stays visible instead of counting as zero.

The entry
The problem
A register holds fourteen loss scenarios and six have been assessed. The total that reaches a committee is either the assessed sum, which understates, or an imputed sum presented as though it were measured.
Why it matters
A single number hides which half it came from. Treating an unassessed scenario as zero is a decision, and it is rarely a decision anyone took on purpose.
The approach
Report three figures and keep them apart. The floor counts only what was assessed. The measured band always carries its own coverage. The ceiling imputes the remainder from comparable scenarios and is labelled directional.
Judgement calls
The ceiling is never added to the floor. Imputed value renders hatched rather than filled, so a reader can see at a glance which part of the bar was measured and which part was inferred.

Any partially assessed population: third party risk, asset valuation, control testing, insurance exposure.

Entirely synthetic, generated from a fixed seed. Scenario names are generic operational events and belong to no organisation.
